【葉國吏／綜合報導】家有惡鄰是讓許多人相當頭痛的問題，荷蘭阿姆斯特丹市，最近在推行一項及受爭議的政策，就是強行將這些「反社會行為」的問題居民，強制搬遷到同一區域統一看管。

香港《蘋果日報》報導，荷蘭阿姆斯特丹市在南部找了一塊廢棄荒地，將貨櫃改建成一間間的平房，並取名為「人渣村」(scum village)。官方會有這項政策，主要是因為阿姆斯特丹每年接獲1.3萬宗鄰里糾紛投訴，已經嚴重造成財政負擔，所以市府才決定將這些「魚肉鄉民」的惡霸，強制遷離到只提供基本公共服務的「人渣村」，接受警察及社工的全天候監視、輔導，最少要待上半年後，並視情況是否有所改善才准回家。
