外交人員遭擄　土國不敢斷IS財源

美國爭取盟友共抗「伊斯蘭國」（IS），更希望土耳其能配合查緝原油黑市，斬斷IS財源。只不過土耳其礙於仍有大批人質在IS手裡，加上黑市可能讓官員荷包滿滿，配合態度消極。

根據美國《紐約時報》報導，控制十多座油田及煉油廠的IS每日於黑市進帳至少120萬美金（約3607萬台幣）。雖然美國大力遊說，卻無法讓土耳其政府答應掃蕩黑市，華府智庫學者分析，土耳其一方面是因為有約50名外交人員遭IS擄走，不願加入戰局激怒IS，另一方面是因南部黑市存在已久，背後恐有不少政府官員受益，難以根除。

除了土耳其，埃及也激起反IS聯盟中的其他問題。埃及政府向前天造訪開羅的美國國務卿凱瑞表示，應該將反恐範圍擴展至利比亞，但此舉恐讓其他反IS聯盟成員翻臉，因為埃及與沙國、卡達和土耳其分別支持不同利比亞民兵組織。（桂家齊／綜合外電報導）
