對於中共再提「軍售換撤彈」，及美國可能針對對台軍售議題與中共成立工作組一事，淡江大學戰略研究所助理教授黃介正說，此將違反雷根總統對台六大保證，因為六大保證其中之一即是華府不與北京事先諮商對台軍售。過去美中從沒有針對對台軍售進行過會談，所以美中就對台軍售議題成立工作組一事，可說是美國對台軍售本質上的改變，我方應嚴重正視，認真觀察。
