關於高中高職五專登記分發的先後順序

我想請問關於高中高職五專分發的先後順序
高分的一定先嗎?還是跟志願順序有關係?
我舉個例子:
A他基測成績380分他第"二"志願填C高中
B的基測成績只有378分但他第"一"志願填C高中

那麼A如果第一志願沒有上去的話來補第二志願
這樣的話假如名額剩下一位只有AB爭取的話
是B會上去還是A?
