繼承榮民證的問題

我有朋友跟我說找到當初爸爸服役的單位最高級長官旅長之類的吧
寫個推薦信之類的給退輔會就可以繼承榮民證
榮民證的作用就是國軍醫院看病免費一般醫院看病半價

可是我打電話問退輔會對方說沒辦法直接繼承
而且我爸爸已經過往了
不知道有沒有齊發方式可以繼承榮民證
